Edin Dzeko passed his Roma medical, but can’t complete the transfer from Manchester City until someone else is sold.
The striker arrived on Thursday and was greeted at Fiumicino Airport by over 3,000 cheering fans.
He underwent a medical on Friday and to all intents and purposes is a Roma player.
However, Sky Sport Italia note the reason for delays in the paperwork is that the club already filled its quota of non-EU players.
In order to sign Bosnia international Dzeko, they must first sell one of their current non-EU figures.
The candidates to exit are Brazilian defender Marquinho and Paraguayan striker Tonny Sanabria.
